Journal of Business Economics and Management Research is the official journal of the Faculty of Economics and Administrative Sciences at Bayburt University. The main purpose of the journal is to publish scientific studies in social sciences, humanities and natural sciences. The published research can take a statistical and mathematical as well as a theoretical or speculative model. Publications are welcomed in all fields which are suitable for social sciences and have interpretations that are perspective in this direction.

Journal of Business Economics and Management Research, although published by a regional university, accepts applications from a wide range of countries.

He publishes articles on economics, business administration, social work, international relations, public administration, political science, finance and related fields in Turkish and English. Publication Ethics
Publishing processes implemented in BAYBEM constitute the basis for the development and distribution of information in a neutral and respected manner. The processes implemented in this direction are directly reflected in the quality of the work of the authors and the institutions supporting the authors. Referees are studies that embody and support the scientific method. At this point, it is important that all stakeholders of the process (writers, readers and researchers, publishers, referees and editors) comply with the standards for ethical principles. Our journal is expected to have the following ethical responsibilities in the context of publication ethics.

The following ethical duties and responsibilities have been prepared by considering the guidelines and policies published by the Committee on Publication Ethics (COPE) as open access.


Authors' Ethical Responsibilities
It is expected that the author (s) submitting the study to BAYBEM will comply with the following ethical responsibilities:

The works submitted by the author (s) are expected to be original. If the author (s) benefit from other studies or use other studies, they must cite and / or cite completely and accurately.
People who do not contribute to the content intellectually in the creation of the study should not be specified as a writer.
The situations and relationships that may constitute a conflict of interest, if any, should be explained.
The raw data regarding the articles can be requested from the author (s) within the framework of the evaluation processes, in such a case the author (s) must be ready to present the expected data and information to the editorial board and the scientific board.
The author (s) must have the document showing that they have the right to use the data used, the necessary permissions related to research / analysis, or that the experimental subjects have consented.
In the event that the author (s) notices a mistake or error related to the published, early-view or evaluation phase, there is an obligation to inform the editor of the journal or the publisher, to cooperate with the editor in correction or withdrawal.
Authors cannot keep their works in the process of application of more than one journal at the same time. Each application can be started following the completion of the previous application. The work published in another journal cannot be sent to us.
Changing author responsibilities (such as adding authors, changing author order, removing authors) cannot be offered for a study whose evaluation process has started.

Editors' Ethical Duties and Responsibilities
BAYBEM editors and field editors should have the following ethical duties and responsibilities based on the guidelines of "COPE Code of Conduct and Best Practice Guidelines for Journal Editors" and "COPE Best Practice Guidelines for Journal Editors" published by the Committee on Publication Ethics (COPE) as open access. :

General duties and responsibilities

Editors are responsible for every publication published in the journal. In the context of this responsibility, editors have the following roles and obligations:

Making efforts to meet the information needs of readers and writers,
Continuous development of the journal,
Carrying out processes to improve the quality of the works published in the journal,
Supporting freedom of thought,
Ensuring academic integrity,
Continuing business processes without compromising intellectual property rights and ethical standards,
To show clarity and transparency in terms of publication in matters requiring correction and explanation.
Relations with the reader

Editors should make a decision by considering the knowledge, skills and experience expectations of all readers, researchers and practitioners. The reader should pay attention to the fact that the published studies contribute to the reader, researcher, practitioner and scientific literature and be original. In addition, editors are obliged to take into account feedback from readers, researchers and practitioners and to provide explanatory and informative feedback.

Relationships with authors

The duties and responsibilities of the editors towards the authors are as follows:

Editors should make a positive or negative decision based on the importance of the work, its original value, validity, clarity of expression, and the goals and objectives of the journal.
Unless there is a serious problem for the studies that are suitable for publication, they should take the preliminary evaluation stage.
The editors should not ignore the positive reviews of the referees unless there is a serious problem with the work.
New editors should not change the decisions made by the previous editor (s) for the work unless there is a serious problem.
"Blind Review and Evaluation Process" must be published and editors must avoid any deviations that may occur in the defined processes.
Editors should publish a "Author's Guide", which contains detailed information on each topic expected by the authors. These guides should be updated at specific time intervals.
Authors should be provided with informative and informative feedback.


Relations with referees

The duties and responsibilities of the editors towards the referees are as follows:

It must determine the referees in accordance with the subject of the study.
It is obliged to provide the information and guides that the referees will need during the evaluation phase.
It has to observe whether there is a conflict of interest among the authors and reviewers.
In the context of blind refereeing, referees should keep their identity information confidential.
Encourage referees to evaluate working in an objective, scientific and objective language.
It must evaluate the referees with criteria such as timely return and performance.
Implementations and policies that increase the performance of referees should be determined.
It must take necessary steps to dynamically update the referee pool.
It should prevent unkind and unscientific evaluations.
The referee should take steps to make the pool a broad spectrum.


Relations with the editorial board

Editors should ensure that all editorial board members progress the processes in accordance with editorial policies and guidelines. The editorial board should inform the members of the editorial policies and inform the developments. The new editorial board should educate its members on broadcast policies and provide the information they need.

In addition, editors;

Editorial board members should ensure that they evaluate the work impartially and independently.
New editorial board members can contribute and identify them as appropriate.
The editorial board members should send the studies appropriate for their specialty for evaluation.
It should be in regular interaction with the editorial board.
Organize meetings with the editorial board periodically for the development of editorial policies and the journal.


Relations with the journal owner and publisher

The relationship between editors and publisher is based on the principle of editorial independence. As per the written contract between the editors and the publisher, all decisions taken by the editors are independent of the publisher and the magazine owner.

Editorial and blind referee processes

Editors; The journal is obliged to implement the "Blind Review and Evaluation Process" policies included in its publication policies. In this context, editors ensure that the fair, impartial and timely evaluation process of each work is completed.

Quality assurance

Editors; It is responsible for publishing every article published in the journal in accordance with journal publishing policies and international standards.

Protection of personal data

Editors; is responsible for ensuring the protection of personal data related to the subjects or images included in the studies evaluated. Unless the explicit consent of the individuals used in the studies is documented, they are responsible for refusing to work. In addition, editors; the author is responsible for protecting the individual data of the referee and readers.

Ethics committee, human and animal rights

Editors; It is obliged to ensure the protection of human and animal rights in the studies evaluated. Ethics committee approval for subjects used in studies is responsible for refusing to work in cases where there is no permit for experimental research.

Measure against possible abuse and misconduct

Editors; is responsible for taking measures against possible abuse and misconduct. In addition to conducting a rigorous and objective investigation regarding the identification and evaluation of complaints for this situation, sharing the findings on the subject is among the responsibilities of the editor.

Ensuring academic publication integrity

Editors should ensure that the judgments in the works that contain errors, inconsistency or misleading are corrected quickly.

Protection of intellectual property rights

Editors; It is responsible for protecting the intellectual property rights of all published articles and defending the rights of the journal and author (s) in possible violations. In addition, editors are obliged to take necessary precautions so that the content in all published articles does not violate the intellectual property rights of other publications.

Constructivism and openness to debate

Editors;

It should take into account the persuasive criticism of the works published in the journal and take a constructive attitude towards these criticisms.
It should grant the right to reply to the author (s) of the criticized works.
It should not ignore or exclude studies with negative results.
Complaints

Editors; the writer is obliged to carefully analyze the complaints from the referee or readers and to respond in an illuminating and descriptive manner.

Political and Commercial Concerns

Journalists, publishers, and no other political and commercial factors affect the editorial decision-making of editors.

Conflicts of interest

Editors; taking into account conflicts of interest between the author (s), referees, and other editors, it ensures that work is completed independently and impartially.

Ethical Responsibilities of Referees
Evaluation of all studies with "Blind Referee" directly affects the quality of the publication. This process provides confidence with objective and independent evaluation of the publication. The BAYBEM evaluation process is carried out with the principle of double-sided blind refereeing. The referees cannot contact the authors directly, the reviews and comments are conveyed through the journal management system. In this process, the review forms and the referee comments on the full texts are sent to the author (s) through the editor. In this context, referees evaluating work for our journal are expected to have the following ethical responsibilities:

Only study related to the specialty should accept the assessment.
It should evaluate in impartiality and confidentiality.
If he thinks that he faces a conflict of interest during the evaluation process, he should refuse to review the study and inform the journal editor.
In accordance with the principle of confidentiality, it should destroy the studies they have examined after the evaluation process. They can only use the final versions of the studies they have studied only after their publication.
He should make the assessment objectively only in relation to the content of the study. Nationality should not allow gender, religious beliefs, political beliefs, and commercial concerns to influence evaluation.
He should make the assessment in a constructive and kind language. It should not make humiliating personal comments that include hostility, slander and insults.
They should perform the work they accepted the evaluation on time and with the above ethical responsibilities.

Publisher's Ethical Responsibilities
The Journal Board of Directors acts with the awareness of the following ethical responsibilities:

Editors are responsible for all processes of the works submitted to the journal. In this framework, decision makers are editors regardless of economic or political gains.
The independent editor commits to the decision.
BAYBEM protects the property and copyright of every published article and undertakes to keep a record of every published copy.
It has the responsibility to take all kinds of scientific abuse, citation, and plagiarism related measures.
